Dzhorzh Soros reshil pokonchit' s problemoi dorogovizny pechatnyh nauchnyh zhurnalov i ih Internet versii. Koncepciya programmy byla sformulirovana v shtab-kvartire Fonda Sorosa v Budapeshte v dekabre 2001 goda.
