Yavlenie izlozheno K.Shgermerom v ego trude "Problema polyarnyh siyanii" v razdele pod zagolovkom "Eho korotkih voln, prihodyashih cherez mnogo sekund, posle osnovnogo signala". 
V 1928g. radioinzhener Iorgen  Hal's iz Bigde bliz Oslo so-obshil K.Shtermeru o strannom radioeho, prinimaemom cherez 3 sekundy po prekrashenii osnovnogo signala, krome togo prinimalos'  
obychnoe eho, obegayushee Zemlyu za 1/7 sekundy. V iyule professor Shtermer peregovoril s doktorom Van-der-Polem v Eindhovene i oni reshili: osen'yu provesti opyty i posylat' kazhdye  
20 sekund telegrafnye signaly nezatuhayushimi volnami tri tire odin za drugim.  11 oktyabrya 1928 goda v 15.30-16.00 K.Shgermer uslyshal eho "ne podlezhashee nikakomu somneniyu", signaly  
byli prodolzhitel'nost'yu 1,5-2 sekundy na nezatuhayushih volnah dlinoi 31,4 metra. 
Shtermerom i Hal'som byli zapisany promezhutki vremeni mezh-du osnovnym signalom i tainstvennym otgoloskom

Atmosfernye narusheniya v eto vremya byli neznachitel'ny. Chastota otgoloskov byla ravna chastote osnovnogo signala. Prirodu otgoloskov K.Shtermer ob'yasnil otrazheniem radiovoln ot  
sloev ionizirovannyh Solncem chastic. No! 
Professor Stenfordskogo elektrotehnicheskogo universiteta R.Breisuell predpolozhil o vozmozhnosti informacionnoi svyazi posredstvom kosmicheskih radiozondov mezhdu bolee ili menee  
razvitymi civilizaciyami v kosmose. S etoi tochki zreniya o rasshifrovkah serii Shtermera mozhno prochitat' v zhurnalah: "Smena"2 1966g. Moskva, "Astronavtika i aeronavtika" 5 1973g.

Avtorom etoi raboty predlagaetsya sleduyushaya rasshifrovka: zame-nim cifry v seriyah na himicheskie simvoly elementov s sootvetstvuyushimi zaryadami yadra atoma.

Avtor izlagaemoi gipotezy, kogda-to pisal diplomnuyu rabotu po karbidokremnievym svetodiodam, poetomu koncovka chetvertoi serii naibolee prosta -eto sovremennyi svetodiod. Karbid  
kremniya legirovan azotom i borom s kakim-to "uchastiem" ftora. Primerno takzhe legiru-etsya v laboratoriyah "Drugoi civilizacii" s "uchastiem ftora" almaz, chto vidno v konce pervoi

Inertnyi neon, ochevidno, razdelyaet optoelektronnye pribory. 
V zaklyuchenii otmetim nekotorye povtoryayushiesya primeneniya u ''nih'' libo ftor kak-to sposobstvuet diffuzii bora, libo elektronnym pro-cessam v zapreshennyh zonah almaza, karbida  
kremniya; pochemu-to prime-nyayutsya magnievye kontakty. V 1928g. na Zemle poluprovodnikovye pribory ne primenyalis', chto dokazyvaet vnezemnoe proishozhdenie vysheizlozhennoi informacii.
